The ultimate fratal image compression web site is Yuval Fischer's Fractal Image Encoding site. It used to be updated often, but currently, it hasn't been updated for a long time.
A great archive of fractal image compression articles is found here. Articles can also be found from IEEE, put you must have special rights provided by them and other orginazations to read them online. They contain all IEEE journals, and a search can be made for fractal image compression. I noticed that they contain a lot at the 1993 Accoustics and Signal Processing Conference, Part 5.
